In my opinion, mineral makeup makes oily skin oilier because you are drying up your face with all that powder, which in turn, causes your face to make more oil to compensate.
You need to wear a super light moisturizer such as DDF Moister Dew and then wear a full coverage foundation. I prefer MAC studio fix for 24 dollars. If that is too much for you Max Factor makes great full coverage foundation and then finish with a nice powder such as Makeup forever's super matte loose powder.
Makeup forever makes a very heavy foundation. It's a little too heavy for my taste but if that's what you are looking for they make the best. Also their finishing powder is the best out there. It makes your skin super, super smooth. You can buy it at Sephora and it costs $$ as well. If you want to save
